1. Updated with February 2007 data.
2. Updated Daylight Saving Time start and end dates for US, Canada, Bermuda, Bahamas and Western Australia.
3. Fixed a crash that occurred when running on Windows Vista. [ISS4061]
4. If the file Country.dat is missing, the program will generate an error. Now, when the error occurs, the next time ZIP Express runs it will not try to load the country.dat file.
5. Fixed a problem in the installer where the Start Menu folder selection was being ignored.
